The Apache Juneau PPMC held a vote on the readiness for graduation of
Apache Juneau as a Top Level Project and came to a consensus to proceed

Note that we are still waiting for the results of the Podling Suitable
Names Search, but we do not anticipate any issues.

We have been in the incubator since June 24, 2016.  Since then we have
proven our ability to produce Apache releases with the following:
- 2016-10-25 - Juneau 6.0.0
- 2017-01-03 - Juneau 6.0.1
- 2017-02-25 - Juneau 6.1.0
- 2017-04-28 - Juneau 6.2.0
- 2017-06-28 - Juneau 6.3.0
- 2017-08-01 - Juneau 6.3.1
- 2017-10-06 - Juneau 6.4.0

Our community consists of a mixture of corporate (IBM, Salesforce), Apache
(Streams), and external committers.  We have a healthy and successful
ongoing collaboration with the Apache Streams project.  Our community is
healthy, open, and respectful.

Our source code is mature and heavily documented with many examples and
tutorials.

Please vote on whether to graduate Juneau from the Incubator and recommend
the graduation resolution below to the ASF Board.

The full text of the resolution is below. The resolution will be submitted
to the Board of Directors for their consideration upon approval by the
Apache Incubator PMC members.

Establish the Apache Juneau Project

WHEREAS, the Board of Directors deems it to be in the best interests of
the Foundation and consistent with the Foundation's purpose to establish
a Project Management Committee charged with the creation and maintenance
of open-source software, for distribution at no charge to the public,
related to a toolkit for marshalling POJOs to a wide variety of content
types using a common framework, and for creating sophisticated
self-documenting REST interfaces and microservices using VERY little
code.

NOW, THEREFORE, BE IT RESOLVED, that a Project Management Committee
(PMC), to be known as the "Apache Juneau Project", be and hereby is
established pursuant to Bylaws of the Foundation; and be it further

RESOLVED, that the Apache Juneau Project be and hereby is responsible
for the creation and maintenance of software related to a toolkit for
marshalling POJOs to a wide variety of content types using a common
framework, and for creating sophisticated self-documenting REST
interfaces and microservices using VERY little code; and be it further

RESOLVED, that the office of "Vice President, Apache Juneau" be and
hereby is created, the person holding such office to serve at the
direction of the Board of Directors as the chair of the Apache Juneau
Project, and to have primary responsibility for management of the
projects within the scope of responsibility of the Apache Juneau
Project; and be it further

RESOLVED, that the persons listed immediately below be and hereby are
appointed to serve as the initial members of the Apache Juneau Project:

RESOLVED, that the initial Apache Juneau PMC be and hereby is tasked
with the creation of a set of bylaws intended to encourage open
development and increased participation in the Apache Juneau Project;
and be it further

RESOLVED, that the Apache Juneau Project be and hereby is tasked with
the migration and rationalization of the Apache Incubator Juneau
podling; and be it further

RESOLVED, that all responsibilities pertaining to the Apache Incubator
Juneau podling encumbered upon the Apache Incubator PMC are hereafter
discharged.
