Yury, The ADIF2 project looks like a very cool thing. I didn't know about ADIF at all and it looks like a very useful interchange standard. I also think that your ADIF parser is a great example of a fine project that has some community but which really doesn't necessarily fit as an Apache project. As such, it is a great example (for the Apache folks) of the fact that not fitting as Apache is a fine state of being.
My strongest rationale for suggesting this is that you have a small community. That's a fine state of affairs that seems to work very well for your software, but taking on the Apache rules can be unnecessarily difficult for a small community. A weaker but still important argument is that Apache isn't going to add much value for your project. Your primary "marketing" channel won't change, you won't reach new people that you couldn't reach via the ham communities, your users don't likely worry much about licensing details, you don't have to make big corporations happy with your licensing choices. The Incubator will be happy to work with you to assess how well the fit would be and I am sure that we would be happy to have you on-board if you think that there is a fit. We would also be happy to help advise on how open source project dynamics work even if you decide not to go for Apache project status. Does this make sense?
