First off, sorry for the delay on voting.
Let me also clarify that, at the time of this vote,
apache-metron-0.3.1-rc5-incubating was pointing to
7abd7e8a231c6cbe9ee4ab23a5df1e97344f5212. It's good to use the commit ID
instead of the tag name (as the latter is mutable whereas the former
isn't). It would be good to include this in the future.

* KEYS is published (dist.a.o)
* L&N look ok.
- Rogue text at the bottom of LICENSE (starting "Permission is
granted"). What is this text relating to?
- You should include the text of the license for bundled deps in your
LICENSE file (e.g. MIT, CC SA 3.0 and 4.0). See #2 in [1]. The Stix
entry is sufficient (I think), but the others could use a pointer.
* `mvn apache-rat:check` passed, but I did see lots of broad exclusions.
It would be good to prune these down, making them per-module, instead of
for all of Metron.
