I see a small community with slow growth (Henry is the only committer appointed since incubation, Terence does the majority of the commits, and if the mentors leave the project after graduation the active PMC is dangerously close to 3 members) but it is a glass half full. The project is being used, the community is growing, and the members of the project know the Apache way. There is nothing to be gained from keeping this project in incubation.
