Add a download sub-page to http://madlib.incubator.apache.org/ This download page will list the MADlib ASF (incubating) releases which are downloadable from Apache infra. For pre-ASF releases, we clearly indicate that these are not ASF releases, and host these downloads on a 3rd party site.
