You're an ASF Member, so you can join the IPMC any time just by sending a request email to private@incubator. Personally, I hope you'll consider it because I've seen some great contributions from you from time to time. With regards to the "Interested Contributors" section, if it's what we've discussed in years past I'd say it's for anybody who's interested.
