I wrote to board@apache and got some clarification: there's an "informal
policy" or "at least a strong convention" to use only apache.org email
addresses, and they would like the Groovy resolution to be updated to use
them.

The primary reason is that the apache.org email addresses definitively
identify a given contributor.  (The Board also uses tooling to look up the
extracted id in LDAP and double-check spelling of names, see how many ASF
Members are on the proposed PMC, etc.)

So using apache.org addresses is technically a "should" in that this glitch
doesn't derail the vote and that a flawed resolution could have been sent to
Board and it would get likely bounced back, then fixed.  But given that a
flawed resolution needlessly caused a month's delay in establishing a TLP last
month, I think we ought to up our game and work harder to get these
resolutions right.
