Sorry if I implied any guilt/blame here, I don't think there is any really.
I can only relate to my personal experiences as a committer working on
projects that went through Incubation, and also as a mentor/observer of
various other projects going through similar situations. In those
situations, I have struggled with the fine line between desirable vs
required behavior of the podling. Since the distinction is fairly
subjective, and the Incubator is generally inclined towards debate and
empowerment of mentors, the podlings often get caught in the cross-fire.
Further, when there are examples of TLPs that exist without the behavior in
question, it seems hypocritical on the surface - but to me implies that
different communities develop their own micro-cultures that work for them.

I therefore think that it will be far more effective to have a tactical
IPMC that targets the minimal set of processes to be followed by the
podling, and allows it to organically grow itself and it's culture.
