As someone who has been subscribed to board@apache for a long time and has attended many monthly Board meetings, this catches me off guard. I will follow Board report commentary with a different eye in the future... Whatever our expectations are for the Incubator's shepherds, the institution is slowing dying. Past contributors have fallen away and recruitment drives have not yielded sufficient replacements. And so what? Simply by maintaining "monthly" tags in podlings.xml when podlings don't report or no Mentors sign off, the Report Manager can handle the essential task that the shepherds can no longer be counted on for: ensuring that we don't lose track of wayward podlings.
