I always thought this was the case, so +1. That being said, there does not (should not?) need to be a special process - this is open source anyone can get involved by just by showing up and helping. If the individual wants to be involved in the project then the title mentor isn't (shouldn't be?) important. Mentors have less authority in a (well-functioning) project than the committers do anyway.
