And nothing speaks against involving the PMC in the process on it's private 
list, IMO that should be encouraged. It would be better to resolve any issues 
at the PMC level before bringing it to the incubator as the PMC may have a 
better insight to what issues could exist and collaboratively fix them.

See  [1] for instance "The receiving PMC is responsible for doing the work." 
note it doesn't state the person handling the grant.
