There is always *somebody* lagging on the Incubator report -- typically ~1-4 podlings reporting late or not at all. We should not let the long tail wag the dog. I wish that we would consistently encourage podlings who miss the filing deadline to just file the following month rather than scramble to file late. There's little harm in delaying a month. In my view, we are applying the wrong kind of leniency by accepting reports late enough to interfere with shepherding or mentor signoff.
