The previous PMC withered away, but a lot of the users remained. The wider community kept answering queries, producing bug reports etc, but the supervision part wasn't there which is why the board stepped in.
As I understand it, there's still quite a lot of interest in XMLBeans, but it's from a different (and smaller) area than most of the original PMC was made up of.
Is it enough to make a full go of it? I'm not sure. Is it enough for me to sign up as a mentor to let them try? Yup! :)
