It's up to you (the incoming Sentry community). If you're not sure, though, I'd suggest removing the user list request from the proposal and holding off -- even if only for a week -- so that you can have a conversation about the pros and cons on your newly inaugurated dev list. That conversation is worth having because it touches on some really interesting and subtle issues about how communities around software projects grow and how to catch and hold the interest of potential contributors.
