Have you identified potential new committers yet? AFAICT you haven't yet added a single new committer since you started incubation. Recent issue tracker activity as seen for example in [1] seems to suggest a number of potential candidates. I'm also a bit worried about the continued dominance of commit statistics by a single committer (98% of commits so far this year). Note that in a typical CI build the build configuration often remains fairly static while tests can be added or modified by updating the version-controlled build scripts invoked by the CI build.
