Hello Daniel, my +1 is based on the fact, that DM is running in the Apache way. When you say, there is no project leader i would like to oppose that Apache projects should not have project managers or leaders. If you want something to happen, you need to do it yourself.
This is one interesting link: http://incubator.apache.org/guides/graduation.html#community I totally see an open and friendly community here. I see it is stable and I am sure it will not die in near future. Another question is the process of development. It is no requirement for incubating projects to implement peer reviews, use Jenkins or write documentation. Of course it is helping to attract new users and so. And yes, I agree it is only to the benefit of DM if that project would start doing such stuff. But it is not required for graduating the project out of the incubator. As you have heard on the responses to your mail, people got your message. And I honestly think that there really could be more discussion on a roadmap or maybe a discussion on peer reviews. My suggestion is that you bring up this discussion on the dev list and maybe you have some good ideas how to improve the things you mentioned. The project definitely needs people like you who can see what is missing and who are willing to lend a hand to improve them. As I mentioned before, if you want to see a change you are welcome to do it - that's why we call Apache a do-cracy often. It does not matter if you are committer or not, so just discuss the things you want to see to happen. Here is a good link on the ASF itself: http://www.apache.org/foundation/how-it-works.html Hopefully you read some cool things there which motivates you to help DM further and bring in some of your idea to the project.
