I'm not sure what case you are describing.  I'm the release manager for
the first release of Apache Flex.  There is a vote going on now on
flex-...@incubator.apache.org for the release candidate. I read that once
we close that vote I am suppose to notify general@incubator of the result
and another vote with the IPMC members starts on general@incubator.  When
does the forwarded email come into play?
