Yep, let's revive the INCUBATOR jira.

I added a few yyyy.mm version labels. It would be really nice if we
could use the Road Map and Release Notes pages in Jira to keep track
of some of the more notable things (like new and graduated podlings,
etc.) that should be mentioned in each board report.

Good idea! Going forward, would it make sense to start using the
INCUBATOR jira instead of the project one for at least the more
generic issues? That way we'd have a centralized record of progress.
Projects could still use their own issue trackers for more specific
action items.
