Some projects are still listed in the Monthly section of http://wiki.apache.org/incubator/ReportingSchedule yet have exceeded their initial three-month stint.
Clutch gathers that data and feeds it into marvin for the reminders. If your project feels that it has finished their monthly reporting cycles, then edit that schedule to go onto quarterly. It is all in your control from here on in. Of course, you can report more often if you want.
