The referenced guide now contains this language:
After root creates the new account, the new committer needs to added
to both the committer-? section and the podling section of the file:https://svn.apache.org/repos/infra/infrastructure/trunk/subversion/authorization/asf-authorization-template
Only PMC chairs (and, for podlings, also Infrastructure volunteers)
can grant karma. If needed, please post to the general@/dev@/private@
list of your project asking for someone with sufficient karma to grant
access to the new committer.
