I don't know if there's a central file, my idea of it is that each
podling should keep its lists of committers, PPMC members and mentors
up to date on their status page (like

IMO) have that page point to lists on the podling's website.

Maybe that central file was removed because having it duplicates info
that should IMHO be on the podling's website.

I don't recall the details of the discussion, but that the conclusion was that each podling should have its mentors, committers, and PPMC members listed on their own status page.
