When you think that the proposal is ready for discussion then send a copy as plain-text email with PROPOSAL in the subject. Discuss, and edit the wiki. When the discussion calms down, then send the final full proposal as plain-text again, with VOTE in the subject. See the Incubator docs and see past examples on this list.
