He means suspended, archived, recognized as dormant, etc.
If "paused" is the accepted word, let's just get on with it. We already
held the vote.
Maybe someone else mentioned it already, but the perfect word just
dawned on me:
* mothballed -
o stop using (a piece of equipment or a building) but keep it
in good condition so that it can readily be used again
o cancel or postpone work on (a plan or project)
