We operate with a meritocratic system, where people who show up at the development mailing list with patches for code and/or documentation will be noticed and invited to join the project. How much "effort" is needed, depends largely on maturity of project and the subjective opinion of the project's community member. The barrier for podlings under incubation should be fairly low. If you have contributed sigificantly in the past, and that the current community acknowledges that, your entry should be swift.
