I think the number shows the number of projects, which have been graduated, since the project entered incubation.
OpenWebBeans saw 4 fellow projects graduating, Pivot seems to be the newest one, and Log4PHP didn't graduate before 49 others did. Looks like you can see at least the most "inactive" projects in the list.
