For sponsorship, you could also consider ODE, workflow is in our charter and we have some development going on at the moment in that area (although not XPDL).
When you'll be writing your proposals there are a few points that you should address as they're likely to raise questions: * you'll need to relicense from LGPL to ASL 2.0, can you have a written agreement from all the copyright holders (probably all past committers)? * in terms of development, there doesn't seem to be much activity in the past 6 months [1], so what would your incubation goals (i.e. seek more committers, cross-pollination, more users, ...)
