You don't need to edit anything. It is done. I was referring to the first step which was not done. Soon after that message someone did the 'svn mkdir ...' so your repository is ready at: http://svn.apache.org/repos/asf/incubator/openwebbeans/ You should now co-ordinate on your dev mail list and decide what directory structure and implement it with 'svn mkdir'.
