The idea with http://svn.apache.org/repos/asf/incubator/PROJECT/trunk/INCUBATOR-INFO.txt is to use a recursive wget job, for example, which starts at http://svn.apache.org/repos/asf/incubator, visits all subfolders and checks for that file.
