The jars in the incubator repository are official incubator releases. Therefore distributing them from people.apache.org is against apache policy. The move to distribute other forms of release from www.apache.org/dist/ seems go have gone well. So I think we need to consider the future of the maven repository.
It would be possible to create an incubator only repository in a subdirectory www.apache.org/dist/incubator/maven, say. Or we could just simplify everything by allowing incubator projects to use the standard repository.Opinions?
