Incubator Karma request

Hi,

I'm the current Lucene chair and we have some code that needs to go  
through IP clearance per http://incubator.apache.org/ip-clearance/ip-clearance-template.html 
.  That link says I need Incubator karma, do I get that here or over  
in infrastructure?
