For crying out loud, we've had this freaking argument every single time abdera has released. There is zero reason to add license headers to two line properties files, test data that is explicitly testing atom content as it exists in the real world (where it would NOT have any license headers), or any number of other cases in that list. If you have specific examples of things you do think need licenses, cite them.
