Does this apply if the project is already ASL 2.0 or can it just be
submitted to the project via JIRA? I would say the project qualifies
as "substantial", but it only has one maintainer and they are willing
to make the contribution. Either way is fine, just want to make sure
it is handled correctly.
a software grant and import through IP clearance is preferable. the
process is lightweight so there's no real reason not to.
