And I would second that. In the Apache Jakarta project, there were initally access rights per-project. Later these were abolished (except for one project which needed "clean room" type development for legal reasons). There was never a problem with people committing to stuff that they weren't "allowed" to, and it cleared away a lot of red tape. A simple convention of *asking* before committing to a new area was sufficient.
