it would be much better if all apache jars contained apache in their
name. it's also important for trademark releases.

it would be better if these were mentioned in the LICENSE - the aim is
to allow anyone to understand the licensing for all the artifacts in
the distribution without having to do research but missing them is not
positively harmful so i'd be happy to see this fixed in trunk

comments and observations (not requirements)

RELEASE_NOTES could be improved by adding a paragraph explaining what
tuscany is: don't assume that potential users know this already.
remember to add this to the announcement and the download page as
well. i also like to see a section inviting new developers to join the
community.

the signatures for the maven repository jars seem to be missing (so i
can't check them)
