That's an interesting aspect... In our case, we are two different camps who wants to do the same thing. One camp has done it before in a larger commercial setting (IP is all green), so the technology is fairly well understood (although we want to start with a clean slate), and community is more important. The scope is quite large and a key factor will be to attract enthusiastic individuals to help out in various areas. I think the Incubator is the right place... but will of course follow the advice of the IPMC.
