Let us see where the discussion goes. I think that our legitimate goals are
ensuring that before depending upon Incubator artifacts, users make an
informed and explicit decision, as well as ensuring that the ASF brand is
protected from deterioration due to inappropriate expectations (as well as
abuse). The repository is a tool, not a goal.
