A few more comments .... The proposed changes are quite specific about exactly how to vote in a new ppmc member (including subject lines for how to discuss, vote and deliver results). I wonder if that's really necessary or if more general guideline might be appropriate and let the PPMC work out the specific details.
Just out of curiosity, where did the sample invitation come from? From a specific project? For this: "The nominating member should also update the PPMC membership list." The "nominating member" might not have karma to update the incubator-info.txt. Maybe it could be more general: "The PPMC should also update the PPMC membership list."
