Joe Bob should subscribe to [EMAIL PROTECTED], and the moderator for that list should approve the subscription request. No need for the Incubator PMC to subscribe the new PPMC member. This mimics the process for adding a new PMC member[1]. It might be good to reference [1] and add a note that the PPMC does not notify the board. Letting the Incubator PMC know that a member is being added is sufficient.
