I am pretty philosophically against making every committer PPMC
members.
Who is advocating that?? certainly not I. I'm just stating that
the initial list of committers are likely those most active
in the community of that code and are good candidates for
initial PPMC membership. In fact, I would guess that they
are better judges than Mentors.
