nope: it's safe to assume that a lack of noise indicates inertia
the only circumstance that i can think of that would require private
votes to be cast on a release is if a security issue arose at the last
minute but this should be handled on the appropriate private lists for
the project or podling involved.
unexpected members showing up and asking difficult questions would be
a much more likely sign that people had concerns...
