Not always.  Geronimo started without code, and so did Harmony.
Granted, we started with clear specs and had some ideas about code
reuse, but still...

As another counter-example, Jakarta Commons was an idea several of us
had, which was more important than the seed code, because we were
rallying around the idea, not the specific seeds.

So I do believe that we should [continue to] be open to motivated people
with just an idea...

And as to Robert's post, I don't see why people just can't throw them
out here.  Having too much [EMAIL PROTECTED] traffic because of new
ideas people are discussing would be an excellent problem to have.
