committing is just a privilage with no legal status. commit status can be
easily revocated by the board, the members, infrastructure or by the
appropriate pmc.

IMHO (though) there are strong social conventions against revoking commit
status. this is a serious action not to be undertaken lightly and so has
happened very infrequently. so, in practical terms, accepting a new
committer means a long term commitment about working with them.
