Since it had been cvs.apache.org/dist/incubator/${project}, I suppose that
it would be people.apache.org/dist/incubator/${project}.

To date, we have been keeping them off the mirrors, and not heavily
promoting them, either. If the mirroring folks want that to change, we can
discuss it.
