Sorry for conflating two messages.  And I'll rephrase.

I would still consider it to be an important issue, unless it is believed
that project members are either not going to become PMC members in the
destination, or are going to learn participating on a PMC means only when
they get there.

Regardless of where the project ends up, I don't believe that it would be
fair to bring communities into the ASF, and then disenfranchise them from
their project by not giving them binding votes.  That is required during
incubation, but should not be the case afterwards.  So preparing and
empowering the new community by teaching it ASF procedures during the
process of incubation is important to me.

Does that make more sense now?
