this process is likely to lead to confusion: it's not clear how the
pmc can collectively express an opinion without having a vote.

perhaps this should be some form of lazy consensus (3 +1's from
pmc'ers to go ahead, -1 forces a formal VOTE)

or perhaps the chair could accept a candidate or propose a formal VOTE

this does seem a little difficult...

the last sentence implies the first two.

it also reads as though it's an active process though no procedure is
specified.

replacing members who have stepped up to be mentors feels a little
uncomfortable...

not sure how this relates with the material above: it probably makes
more sense to streamline the process and include the initial approval
of mentors as part of the pmc approval for the podling. ISTM that many
members consider the mentors as one of the metrics under consideration
when they indicate acceptance or rejection.

perhaps better to have a section stating that the mentors for a
podling may change during incubation either through resignation,
promotion or be removed by a vote of the incubator pmc and that pmc
approval (lazy concensus?) should approve these changes.
