If you verified that the CLAs have been recorded, and unless anyone knows otherwise, my guess is the volunteers that create new accounts just have a backlog they need to catch up on.
I have receipts for when the CLAs were sent by FedEx on January 10th and 13th. So I assume that they have been recorded by now.
