anyone who wishes to can contribute to ASF projects: we're open development (as well as open source). there are many different ways folks can contribute: anyone who answers questions on user lists is contributing (for example). but judging by your comments, it's probably primarily code that you'll be looking to contribute. you don't need to be a committer to contribute code: patches are encouraged (with unit tests, of course) and can be submitted through JIRA. once the existing committers tire of committing these patches, an election will be held for committership. but that's really just the first step... the initial committers list is just a way of bootstrapping a community that comes with the code. one of the lessons that all podlings need to learn to how to deal with developers, and recruit and mentor new committers. it's great to see interest from developers so might be better for everyone if you wait and the join in the discussions on list, submit some patches and are elected in due course in the traditional apache fashion.
