It is probably more a matter of *how* the requests should be done. There is a tendency for things to fall through cracks if procedure is not followed. It hurts to see these holdups for projects and new communities. I have a hard time finding the list of steps that new projects need to go though to get established. Lets try to clearly define those and add to the docs. The closest document seems to be http://incubator.apache.org/incubation/Incubation_Policy.html#Setting+Up+a+New+Podling and that is not much help. Let us fix it. The next thing that i tried is the top-level docs http://www.apache.org/dev/#mail http://www.apache.org/dev/#svn ... yeah, i know that the "how to make a request" docs are empty. This Post-Graduation Check List http://incubator.apache.org/incubation/Incubation_Policy.html#Post-Graduation+Check+List provides some guidance. The general principles seem to be for the mentors to send email to the relevant infrastructure address and be sure to Cc their PMC. Incubator podlings also Cc the Incubator PMC. Some docs suggest to create a Jira issue as well as the email (but not for account requests). So how about this ... For mail issues, send to apmail@ + Jira. Use the provided template. For svn creation, send to infrastructure@ + Jira Use the provided template. For account creation, send to root@ using separate requests for each new committer. Follow the instructions and template at http://www.apache.org/dev/#pmc Are those steps and principles suitable?
