Confusion about the release process was expressed on [EMAIL PROTECTED] Some
notes can be added to
http://incubator.apache.org/incubation/Incubation_Policy.html#Releases from

PROTECTED]
but that section also has "Reference to Charter" notes that need a link or
clarification.
