yeh - that's probably how the transfer should be handled.

however AIUI the ASF needs to ensure the donated artifact for kept for legal
purposes. SVN is more widely mirrored and better backed up than
issues.apache.org <http://issues.apache.org> and so seems like the proper
destination.
